The Centerville Civic Association invites you to participate this Saturday morning (Sept. 25- 9-12 AM) cleaning up Covell’s Beach. Coffee and donuts will be supplied and you can come whenever you can make it and leave whenever you wish. Even an hour of your time would be helpful.
Children (with parents) can work together as a team picking up and recording the items that are picked up. We will work in teams of two. If you prefer not to pick up items off the beach, we also need recorders to tally the items found. Gloves and bags will be provided.

The the large cement blocks on the side of Lumbert Mill road are the bases for the light poles … but there are some issues with utilities that are holding up the progress of the final stage. The rt. 149 and rt 28 intersection will begin first – followed by both the South County and the Lumbert Mill Rd intersections – once the utility issues are cleared up.

MEMA OFFERS TIPS TO AS HURRICANE EARL APPROACHES
FRAMINGHAM, MA – As Hurricane Earl approaches, The Massachusetts Emergency Management Agency (MEMA) recommends a number of steps people can take to help minimize potential damage.
“Early planning and preparation can be the key to your safety,” states MEMA Acting Director Kurt Schwartz. “It is important to use your time wisely and not wait until the last minute.”
Here are some examples of steps you should be taking:
• Trim back trees and shrubbery around your home trimmed. Remove diseased or damaged tree limbs that could be blown down, causing damage, during a storm.
• Clear clogged rain gutters. Hurricanes/tropical storms often bring torrential rain. Providing clear drainage will help prevent misdirected flooding.
• Bring in outdoor items to bring inside such as lawn furniture, trash barrels, hanging plants, toys and awnings that can be broken or picked up by strong winds and used as a missile.
• Make sure storage sheds, children’s playhouses or other outbuildings are securely anchored, either to a permanent foundation or with straps and ground anchors.
• Elevate articles in your basement that could be damaged from even minor flooding.
• Make temporary plywood covers to protect windows and sliding doors. Drill holes for screws or lag bolts in each cover and around each window. Note: Taping of windows does not prevent them from breaking.
• Keep your vehicles fully fueled.
• Have a certain amount of cash available. If power is lost, ATMs may not be working.

BARNSTABLE — The Barnstable Fire District’s water department issued a boil water order last night based on testing done Tuesday that showed traces of E. coli and coliform bacteria in water samples.
The announcement comes two days after the neighboring Centerville-Osterville-Marstons Mills water department issued a boil water order that lasted 18 hours.
Residents of Barnstable Village and Cummaquid were receiving automated messages about the boil water order from the Barnstable County Sheriff’s Department last night. A message to the residents of precinct 6;
I have traveled all around the precinct with my husband a few friends during the past few weeks – we didn’t get to every neighborhood, but we met so many nice people.
I have spoken at length to some, and just a quick hello to others.
Questions and concerns this year revolve around the wide-spread misinformation about the sewer issues and the charter question.
Regarding sewers; the claim by my opponent, and the recall group that is supporting him, that I had planned to somehow support or put forward a $150,00 betterment on residents in precinct 6 is FALSE. This statement was taken out of context from a public conversation about how I do NOT support the 100% betterment policy that was created b the council when my opponent was in office.
They even used this comment, in a crude cut, in an XTK radio ad that completely misrepresents my position. My comment was that the 100% betterment policy it is ridiculous and if and when we see sewers in precinct 6, it could cost $150,00 – the point is that this is not feasible! Many of us would lose our homes! The idea of such an enormous betterment is not something I support and not something that will happen as long as I am on the council. It will be a long time before we begin discussing sewers in this part of town. The serious and priority need for sewers is in the waterfront areas. We need to work with other towns to address this problem and come up with a Cape-wide solution.
Regarding the charter question on the ballot; the question most people ask about proposed charter changes is whether or not Continue Reading don’t forget to vote!…

Traffic lights approved for hazardous Route 28 intersections
CENTERVILLE — Traffic signals will finally replace emergency vehicles’ lights at three of the area’s most hazardous intersections.
State highway planners are moving forward to install traffic signals along Route 28 at the Lumbert Mill Road intersection, at South County Road and at Route 149 in Marstons Mills.
The bid for the $2 million project was awarded last month to P.A. Landers Inc. of Hanover, and workers are now awaiting final word from the state highway department to start construction, according to Adam Hurtubise, a spokesman for the state Executive Office of Transportation. There is a lot of misinformation floating around out there with regards to the special ballot question election on October 13. The town council got a closer look at a flyer with misleading statements and figures at recent council meeting. The author of the flyer and a related website is unknown as they have not filed the requisite forms establishing a ballot question campaign with the Town Clerk. Such filings create a record of who is responsible financially, and otherwise, for content and materials supporting a ballot question campaign.
Information on this flyer, handed out at public places like flu clinics recently, stated that if the ballot question passed, all property owners in Barnstable will be imposed with betterments up to $150,000. This is simply not true.
The actual question on the ballot on October 13 is specific to the second phase of the project in Hyannis around Stewart’s Creek and effects 120. This is the only sewer project currently planned. An earlier plan that encompassed 1600 houses around Wequaquet Lake was VOTED DOWN by the council.
Further, as suggested in a letter published in the Barnstable Patriot last week, the same people are suggesting Continue Reading question 1 – sewers, betterments and misrepresentations…

We spent Friday and Saturday evening at the new Barnstable Youth and Community Center.
What a wonderful place! A gift to all of us, from all of us. There were so many people who worked hard to put it all together, from staff, philathropists, parents, and residents.
Saturday night we watched two hockey games on one rink, while kids skated to loud music on the next rink, while more kids played pool and other games in the game room downstairs and groups played basketball on two courts and parents and senior citizens walked the track above — oh and the line to get a good hot dog and fried dough was always moving.
The staff was running around fixing the little issues that come with putting all of the new equipment to use while smiling at the steady stream of adults and children.
This is truly one of the best things that our town has accomplished in years.
Make a point to get over to the new center to check it out.
It belongs to you.
ted kennedy — what have you done today to better the world

I was up dealing with the dogs at 1:30 AM and turned the TV on. The late night programming was interrupted with the news that Senator Edward M Kennedy died.
I was surprised at how affected I was by this announcement. I woke my husband who came into the living room and we both watched some of the prepared pieces about Ted Kennedy’s history.
For many of us, regardless of political party, this is personal. Ted Kennedy was our own local connection to Washington. We live in town he called his home. His family celebrations and tragedies came home to Hyannisport, miles from where we sleep. And, that is where he died.
As someone involved in local politics, I have lost count of the times I have been in the Senator’s presence, be it intimate settings or sitting with others on stage with him.
He was never unapproachable, and always listened. I have known other politicians who were not as willing to engage in conversation with anyone in any place at any time. As a town councilor, I found that there was never been a time that he didn’t respond when we called.
My husband’s family had a restaurant in town for 60 years that was opened b their family patriarch, his grandfather John Joakim, a Greek immigrant. Teddy knew the restaurant, the family, and remembered my husband’s grandfather. This personal connection was always important to us, as my husband’s grandfather was such a significant influence in our lives, a wonderful man with a positive perspective on life, who believed in the importance of community and was so proud to be a US citizen.
Teddy was the last of the three brothers whose effect on politics changed the course of our nation in so many ways.
He suffered through difficult times, some of them of his own making. He lived through tragedies and survived scandals. His legislative legacy should never be overlooked, and his ability to work with his foes needs to be replicated now more than ever. His death is an immense loss for our government and this country.
Too many politicians these days are padded by their own personal wealth and supported by those whose mission is to protect their own wealth.
The Kennedy’s have shown us a different course.
They are a family with wealth and power, yet anyone who looks closely at how they lived their lives sees a family guided by empathy and an unending mission to give back.
The Kennedy family has always represented the true meaning of public service, setting an example that I pray will continue: those who are lucky to have must help provide for and protect those who have not.
People who have visited the Kennedy or Shriver homes in Hyannisport will tell you that these are not the ostentatious grand homes of the rich, but homes of people who had means, but enjoyed simplicity. Money was not to be flaunted. Wealth came with the responsibility. Care for those who are less fortunate. Give to the causes that have meaning to you. Volunteer your time in service to others. Consider public service.
It was summed up when Maria Shiver quoted her mother, Eunice Kennedy Shriver two weeks ago, “What have you done today to better the world?”
Does Teddy’s death leave a legacy of empathy or a loss of empathy?
My favorite anecdote from today’s news coverage:
At his nephew’s funeral, Kennedy said, “We dared to think, in that other Irish phrase, that this John Kennedy would live to comb gray hair… But like his father, he had every gift but length of years.”
Ted Kennedy, unlike his brothers and his nephew, lived to comb gray hair, and for that we are grateful.
He has sailed his boat into the sunset and is at peace.
Now it’s up to all of us to live by his example, to move from the sidelines and get involved.

hyannis public library funding

Like towns all over Massachusetts and across the country, Barnstable is making deep cuts throughout all departments and funding this year.
The town provides funding to the libraries each year that is distrubed via a formula set by the Library Committee, a town-wide committee made up of trustees from each library. The formula is developed by the library committee without oversight or input from the town council or the town manager.
This year the town has had to cut the overall library funding budget by 4% – similar to the cuts made in all town departments. Additionally, it appears that the library committee has made a change to the formula. All of this has resulted in a more significant loss of

There have been several issues recently that need clarification and updating. Over the next few days I will update you on these issues.
First is the plans for a traffic light on Rt. 28 and Lumbert Rd, further down I have provided a direct link to MHD records of this project.
The concerns from residents have been that the state will cut this project as budgets tighten in all areas of the Commonwealth.
At this point the project is on track for this coming fall. Mass Highway has held several public hearings asking for input that included testimony from local residents and town councilors. Death of 16-year-old closes a grim family cycle

HYANNIS – Long before he was shot, stabbed, dumped into a shallow hole, and set afire last month in Hyannis, Jordan Mendes, an alleged drug dealer at 16 years old, was just a boy, watching police storm into his grandmother’s home.
It was April 21, 2000, just before 10 p.m. Barnstable Police, along with other agencies, had spent a year investigating a cocaine distribution ring organized by Jordan’s father, Manuel Mendes, and now they were moving in, entering through an unlocked door, guns drawn.
Inside, police seized cocaine, marijuana, and bundles of cash, including $70,000 stashed away in the attic and another $10,000 in a closet. The drug ring – considered to be one of the largest on the Cape at the time – was busted. I wrote this speech to read at today’s event. We read the CC Times a little while ago and from what appears on the editorial page, it seems there is a common theme. Ask a veteran to tell you a story – and pass that story along.
Let’s thank Sid Chase again for putting together today’s event and so many others.
Welcome, veterans and those of us who come together here to appreciate, honor, recognize, celebrate, and thank the veterans among us here at home and those who are serving this country in places far from home that many of us will never visit.
Just as we gather here, so do communities across the country, at a time when our nation is experiencing some of the most difficult circumstances in years, but also at a time of fresh optimism about our future.
Our care and respect for veterans and their families has been a part of a national discussion throughout this recent political season. As veterans who served in past wars are growing older, we have a new influx of younger men and women returning from a war that continues. political signs are personal property
October 25, 2008 at 2:33 pm | Posted in barnstable town council | 8 CommentsSunday – Last night two signs were stolen from our yard and the property across the side street. Signs on the neighborhood triangles were stolen a few nights before. Those islands, or as we call them, the triangles, are NOT public property. The owners have approved those signs. As of today we have new measures in place to try to catch this — tall as one witness described her – person. If you see anyone removing signs, please let us know or call the police. This is a crime – it is considered stealing personal property.
This year our yard signs cost us, with the wires – a more than $6 a sign.
The amount of signs that have been stolen is creeping into the hundreds of dollars.
This is sad.
It is also a crime.
Signs are personal property. If you steal a sign, you are stealing personal property.
There are claims by the people behind this recall, that people on this side, the vote no side of this campaign, are also stealing signs.
I only know of constituents who have contacted me, who found signs in their yards that were not invited.
No one has “stolen” signs that we know of, but there seems to be wide reaching level of support that I am only just becoming aware of and I am asking that any who is against this recall who feels inclined to steal or damage signs belonging to the others side, please don’t.
Lots of great people have stepped forward with donations, some of whom I know have more important places they need to put this money. Out of respect for them, I am asking for decency from the other side: stop stealing signs.
We have added a level of security to several of our signs that we are changing from sign to sign daily and in some cases a couple of times a day.
We have already had interesting results that we will share after the election. Additionally, signs that were found on property where the owner’s of the homes found them placed w/out permission reveal some interesting handiwork that might explain where some of my signs, and Demetrius’s Atsalisis’s signs, are going.
If you have one of the other side’s signs because it was somewhere it shouldn’t be, please leave it out in public someplace, but get in touch with me first. We need you to take a close look.
If you would like a sign in your yard, we have a list and will be putting them out in the next few days as well as replacing signs that were stolen.
If you would like to help with the campaign, we still have a lot to do, so please get in touch.

RECALL PETITION – THE SPLIT TAX
This past summer the group behind the recall circulated three different affidavits and two different petitions before finally getting the signatures they needed in the time allotted.
The final petition gave two reasons for a recall.
The first reason for a recall stated on the petition states that I voted against the split tax three times after it was on a ballot as a non-binding question –
This is not true.
After the tax classification issues were on the ballot as non-binding questions in 2005 and passed I voted on the issue when it came before the council as my constituents had voted:
– In 2005 I voted FOR the split tax – the council majority voted to shift the tax to businesses by 1.15.
– I also voted FOR the residential exemption — something never mentioned in any of the stories or letters about this issue – this saves the people in my precinct between $450 and $650 each year, varying only by the value of the home.
